Further strengthening standard-led safeguards, four mandatory national standards including the "Technical Specifications for Production Safety Accident Investigation" have been released.

The Ministry of Emergency Management recently released the mandatory national standard "Technical Specification for Investigation of Work Safety Accidents" (GB 6442–2025), which was organized and formulated by the ministry, along with the revised mandatory national standards "Classification and Coding of Work Safety Accidents" (GB 6441–2025), "Statistical Requirements for Direct Economic Losses of Work Safety Accidents" (GB 6721–2025), and "Determination of Workdays Lost Due to Work Safety Accident Injuries" (GB 15499–2025). These four standards, centered around the entire process of accident investigation, provide comprehensive regulations on investigation procedures, classification and coding, direct economic loss statistics, and injury determination. Among them, "Determination of Workdays Lost Due to Work Safety Accident Injuries" will take effect on January 1, 2027, while the other three will be implemented on July 1, 2026.

"Technical Specification for Investigation of Work Safety Accidents" is a newly established mandatory standard that systematically clarifies the technical requirements for various stages of accident investigation, including overall requirements, on-site inspection, evidence collection, accident analysis, and the preparation of accident investigation reports. It aims to enhance the seriousness and credibility of accident investigation work and provide technical support for accurately determining accident responsibilities and standardizing accident investigation procedures.

"Classification and Coding of Work Safety Accidents" revises the original recommended standard into a mandatory one. Based on China's actual work safety conditions and in-depth analysis of typical accident cases, the standard increases the basic accident types from 20 to 27 categories and establishes three dimensions for accident classification, clarifying the methods for determining accident types and coding rules.

"Statistical Requirements for Direct Economic Losses of Work Safety Accidents" revises the original recommended standard into a mandatory one. The new standard improves the statistical scope and methods for direct economic losses, explicitly covering follow-up expenses for personal injuries, property losses, emergency rescue, site cleanup, and administrative costs. It further standardizes the statistics and application of indirect economic losses, removes the classification of economic loss severity from the original standard, and enhances the accuracy and comparability of statistical results.

"Determination of Workdays Lost Due to Work Safety Accident Injuries" converts and revises the original recommended standard into a mandatory one, unifying the basic requirements and application standards for determining workdays lost due to accident injuries. This revision optimizes the division of human injury parts and their corresponding values for workdays lost, clarifying its applicability for the rapid determination of accident injury severity (minor/severe) and providing a scientific basis for assessing accident severity.

The release and implementation of these four mandatory national standards will further improve the standard system for investigating and统计 work safety accidents, providing important technical support for accident investigation. The Ministry of Emergency Management will subsequently strengthen publicity and promotion, urging relevant units to strictly implement the standards, thereby further enhancing the scientific and standardized nature of work safety accident investigation, statistics, and analysis.
