In June, the Shanghai Ecology and Environment Bureau publicized the approval opinion for the environmental impact report of the "Shanghai Petrochemical Update and Restructuring Project," marking the official passing of the environmental assessment phase for this large-scale technical renovation project with a total investment of 21.307 billion yuan.
Overall Basic Project Information
The full name of the project is the Shanghai Petrochemical Comprehensive Technical Renovation and Quality Improvement Upgrade Project. It is located in the existing plant area of Shanghai Petrochemical in Jinshan District, Shanghai, with no additional land use, and the overall construction cycle is 24 months.
Throughout the renovation, the total original crude oil processing capacity remains unchanged. Industrial upgrading is achieved by shutting down old equipment and building new high-end chemical units: eliminating a total of 18 old production facilities, including the 700,000 tons/year ethylene unit, and simultaneously building a new 1.2 million tons/year ethylene unit and a series of supporting downstream new material production lines.
In terms of production and operation, the annual designed operating time for refining units is 8,400 hours, with major maintenance every four years; chemical units operate 8,000 hours annually with major maintenance every three years, ensuring continuous production in non-maintenance years. Personnel configuration relies on internal enterprise allocation, and no new labor positions will be added to the entire plant after project implementation.
The project produces a wide variety of products. Products for external sale cover LPG, aviation kerosene, benzene, ortho-xylene, heavy aromatics, DCPD, DMCPD, as well as high-value-added cyclic olefin new materials such as cyclopentane, cyclopentanol, cyclopentanone, norbornene, and tetracyclododecene. Among them, traditional oil products and aromatic products comply with national/industry standards, and enterprise internal control standards are stricter than general specifications; for new chemical monomers such as cyclopentane and cyclopentanol, which currently have no national or industry standards, delivery standards are based on enterprise internal control specifications.
Three Core Renovation and Construction Contents
1. Energy-saving renovation of heavy naphtha processing units, maintaining total reforming capacity unchanged
In the aromatics sector, the 500,000 tons/year No. 1 reforming extraction unit will be eliminated; the original 1 million tons/year No. 2 unit will be expanded to 1.3 million tons/year, and the 1 million tons/year No. 3 unit will be upgraded to 1.2 million tons/year. After renovation, the total processing scale of the reforming units in the entire plant will stabilize at 2.5 million tons/year, balancing energy conservation and consumption reduction with raw material processing flexibility.
2. Adaptive renovation of refining hydrogenation units to increase aviation kerosene production capacity
Targeted adjustments will be implemented for the two sets of combined refining units, No. 2 and No. 3:
· Within the No. 2 unit, an aviation kerosene production operating condition will be added to the gasoline quality improvement unit; the No. 1 diesel hydrogenation unit will be transformed into a coker gasoline hydrogenation unit; and the LPG sweetening unit will be relocated;
· In the No. 3 unit, the original hydro-upgrading unit will be converted into a dedicated aviation kerosene hydrogenation unit to optimize the oil product structure and enhance high-end aviation kerosene output capacity.
3. New construction of C9 comprehensive utilization project to layout high-value-added new material monomers
A new 100,000 tons/year C9 separation unit will be added, along with supporting construction of a 6,000 tons/year cyclopentanol/cyclopentanone production unit and a 4,000 tons/year cyclic olefin copolymer monomer unit. This will deeply explore the value of cracking by-products and perfect the capacity layout for high-end new material monomers.
